RATANGARH NAGRIK PARISHAD
KNOW YOUR PARISHAD (Chapter -
1)
1:1 Ratangarh Nagrik Parishad is a Social
Organization of the Persons of the Ratangarh
(Rajasthan - India) formed with basic
aim to create a common platform and
bring
them under one umbrella
and inspire them to do such social
services as may be
decided from time. The word "Ratangarh"
should be interpreted as Ratangarh Tehsill
/ sub District unless contrary to to
the context.
1:2 OBJECTS :
The main object for which
the Parishad is established are "BAHUJAN
HITAY -
BAHUJAN SUKHAY" elaborated
under its constitution as under :
1) To create a common platform for
the persons of Ratangarh Tehsil.
2) To generate, spread
& strengthen brotherhood,
affection and co-operation
amongst the
persons of Ratangarh Tehsil and establish a bridge to fill up the
gap.
3) To render social services of all
kinds including assistance during natural calamities.
4) To work for
Social development and all around
upliftment of the persons of
Ratangarh
Tehsil.
5) To work for all round development
of Ratangarh & its suburbs.
6) To do all such acts. activities
and deeds which a charitable institution can do.
1:3 INCEPTION - WAY TO FORMATION :
The creation of this
institution was a determined effort of the pravasis of
Ratangarh,
headed by its
founders mainly Shri Hari Prashadji Jhawar,
Shri Lakhi Prasadji
Tapuria, Shri Bhimrajji
Lahoty, Shri Shew Bhagwanji Poddar, Shri Kashi Prasadji
Jhawar, Shri Mahabir
Prasadji Choudhary, Shri Kishanlalji Bhuwalka,
Late Ram
Kumarji Bhuwalka, Late
Sita Ramji Sharma, Late Banwari Lalji
Chamaria, Shri
Madhav Prasadji Jhawar
ect. The efforts started in 1974 slowly
converted into a
storm leading
to formation and consequentially
ended in its first inaugural
congregation of Ratangarh held
by way of Diwali Priti Sammellan 1975 in Kolkata
which can be termed as its
formal day of formation.
At the inaugural
function Diwali Priti Sammellan
(October/November 1975) an
Ad-Hock Executive
Committee was formed By good efforts of Shri Kashi
Prasad
Jhawar, Shri Mahabir Prasad
Choudhary, Shri Shri Gopal Pachalangia, Shri Banwari
Lal Chamaria and Others, the
constitution (Memorandum and Articles of Association)
of the Parishad was framed which was
formally adopted by way of Members Extra
Ordinary General Meeting held on 8th
May, 1976 and formally registered under the
Societies Registration Act on 5th
May, 1977.
1:4 REGISTRATIONS :
i) Since its adoption on
8th May, 1976, the constitution of your
Parishad has been
amended many
times mainly on 19th September, 1982,
23rd September, 1989,
and 21st
July, 2007
ii) Your Parishad is formally
registered as a Society under the West Bengal
Societies
Registration
Act. XXVI of 1961 having Registration
No. S-19960 of 1977-78
dated 5th
May, 1977.
(iii) In legal parlance the date of
formation of the Parishad is therefore 5th day of May,
1977.
(iv) The Parishad is also registered U/s. 12A of
the Income Tax Act, 1961 as Charitable
Institution
vide Registration No. 8E/491-S/WBVII of
1977-78 dated 21st July,
1977. For Exemption
of Donation & Contributions, the Parishad received Exemption
Certificate U/s
80(G) of I.T. Act 1961 which has been revalidated from time
and it is
also currently
enjoying this facility.
THE CONSTITUTION : SALIENT FEATURES OF
ARTICLES OF ASSOCIATION
1:5 A) MEMBERSHIP :
a) Who can be a Member :
Every person of Ratangarh Origin who have attained
the age of 18 years and do
not effected by disqualification, can
be member of the Parishad by applying in
person and
completing prescribed formalities.On approval of
Membership by the
Executive Committee, the applicant becomes a member of the parishad.
b) Though the
parishad have Four Type of Membership eg. Life Member, Ordinary,
Patron Member and Honorary Member
(for limited period) but right now the
parishad have only one type of membership eg. Life Membership.
c) The
Life Membership contribution which was
originally Rs. 250/- has been
amended to Rs. 500/- and by further change now stands to Rs. 1000/-.
d) As on 31st December,
2008 the enrolled number of Life Members (including those
expired) stands to 1192.
B) ADMINISTRATION :
a) Executive
Committee :
The administration of the parishad is governed by an
Executive Committee formed
under the provisions of
its constitution. The Executive
Committee is solely
responsible and duty bound to carry all acts, deeds and affairs of
the Parishad.
b) Formation :
The Executive Committee is formed as per constitution as under :
i) Permanent Members : Restricted to all founder members till
their life time.
ii) Elected & adopted members 21 (Twenty One).
c) The duration
of elected & adopted members is 2
years when fresh election are
called on.
d) Office Bearer :
The Executive Committee have the following Office Bearers :
(i)
President (ii) Senior Vice President
(iii) Vice President (iv)
Secretary
(v) Joint Secretary (vi) Assistant Secretary
(vii) Treasurer
The first two post are coated
personalities not subject to chosen by election. The
acts, activities, responsibilities
& duties of the office
bearer defined in the
constitution and they are under the supervision of the Executive
Committee.
e) The concept of trust
and trusteeship with specified provisions exists and forms part of
the constitution. However this have no operational function for the
time being.
f) A Meetings of
the Executive Committee unless bared under specific
circumstances,
should not have a gap of more than 2 months. Resolution Passed /
Agendas carried in
the meeting must be recorded in the Minute Book.
C) MEMBER'S MEETING :
Annual General Meeting of Members
must be held Annually within Six Month from
the
date of closure of
the financial year wherein Audited
Accounts must be placed and
approved, Election Result will be declared
after casting of votes by members, Report of
Executive Committee be approved and
other matters are carried which are
include in
agendas forming part of notice to members.
D) ELECTIONS :
Elections of members to from an Executive
Committee should not have gap of more
than 2 Annual General
Meetings. Every Members eligible to vote can
stand for
election. Vote can be coasted only by
persons in presence. A Committee is formed
to conduct election and the decision of the
Election Commission is final in all respect.
Election Commission will place result
before the Member's General Meeting.
E) MISCELLANEOUS :
Account must be
audited Annually by a Chartered
Accountant appointed by
members in their report must be placed in
the General Meeting. The funds of the
Parishad can be invested
only on such modes prescribed under
the Societies
Registration Act / Income Tax Act, 1961 and
in no other manner whatsoever.
1:6 A) The Registered Office of the
Parishad is situated at C/o. Jhawar & Co., 4,
Narayan Prasad Babu Lane, Kolkata - 700007. Branches can
be opened at
any place as may be decided by the Parishad.
B) An Adhock Branch
Committee is formed at Ratangarh to carry on acts
and
activities at that place.
